The High Court in Kampala has ordered journalist and content creator Dean Luboowa Saava to pay Shs100 million in damages after finding him liable for defaming Deputy Inspector General of Government (IGG) Anne Twinomugisha Muhairwe.
In a judgment delivered on June 24, 2026, Lady Justice Joyce Kavuma ruled that statements published by Luboowa on his TikTok platform, “TV10 Gano Mazima,” were false, defamatory, and damaging to the reputation of the IGG.
Court documents show that Muhairwe filed a suit seeking a declaration that Luboowa’s statements were defamatory, a permanent injunction, a public apology, general and exemplary damages, as well as costs and interest.
She accused Luboowa of alleging that she received Shs200 million linked to the Kaabong road project and of portraying her as unfit to hold public office due to alleged involvement in corruption.
The court heard that Luboowa neither filed a defence nor appeared in court despite being duly served with summons. The case therefore proceeded ex parte, with Justice Kavuma noting that the evidence presented by Muhairwe remained unchallenged.
The judge further held that Luboowa knowingly made false and malicious statements that injured the IGG’s reputation. She awarded Shs100 million in general damages, citing reputational harm, distress, and the absence of any apology or defence from the defendant.
However, the court declined to grant the Shs300 million in exemplary damages sought by Muhairwe, noting that there was no evidence that Luboowa personally benefited financially from the publications.
